He built brands for a living before he ever built a business, now he builds the intelligence that tells companies who to talk to, and why they'll listen.
David "AJ" Bilger didn't set out to build a business development intelligence firm. He set out to understand why some messages land and others disappear, a question that's shaped every chapter of his career since.
Born in Nyack, New York, and raised in part overseas in Africa, David grew up reading rooms before he had a name for what he was doing, watching how people who didn't share a language, a culture, or an assumption still found their way to trust. That instinct followed him to UC Davis, where he studied economics and communications, and later to continuing education classes with Northwestern's Kellogg School of Management, where he formalized what he'd been doing on instinct all along: customer journey mapping, behavioral economics, and high-performance marketing communications.
He paid his way through college as a club DJ, reading a room in real time, adjusting on the fly, learning what actually moves people - literally. That skill carried directly into a two-decade career in broadcast branding, where David built on-air identities and marketable personas for some of the most recognized names in American media: CBS, Clear Channel, Entercom, and Emmis. On the side, he remixed music, ran a car blog, and built a highly successful syndicated branding business that placed creative work in over 100 radio markets across the country.
In 2015, a particularly difficult branding project became the spark for something bigger. The obstacle wasn't a lack of creative work. It was a lack of business intelligence. Companies didn't actually know who their best buyers were, where to find them, or why the last strategy hadn't worked. That realization became Form Policy.
Since then, David has built a firm with a presence in ultra-luxury automotive, live entertainment, enterprise technology, and mission-critical B2B suppliers, including Bentley Motors, Aston Martin, AWS, CDW, Corning, SiriusXM, Dunkin, Master Spas, PowerNation Studios, Paw Patrol Live, and Sesame Street Live.
Today, David leads Form Policy's development of THE BOX and SpiderWerk: tools built to give every client the ability to know their business, their audience, and a roadmap to build meaningful interactions.
Outside the office, he's usually outdoors or trackside. Motorsports isn't a departure from the work, it's the same instinct that first drew him to Aston Martin and Bentley: precision, performance, and the relationships built in pursuit of both.
